All your outgoing links, as seen by Microsoft

Live.com have just added a new query term for it’s search engine - You can now type LinkFromDomain:example.com to get all the links the search engine sees coming from your site.

Is this an indicator that outgoing links to authority sites does actually help your SERPs? (Maybe, well at least maybe in Live.com)
